We’re guided by a shrink-and-invest approach to reform: The policies we advance reduce mass incarceration. At the same time, our work has invested nearly $500 million into services for crime survivors, treatment, and restoration.

Eliminated criminal penalties for drug possession
Ballot Measure 110
(2020)
Oregon became the first state in the nation to eliminate criminal penalties for addiction, turning instead to a healthcare response addiction. M110 also directed over $300M to harm reduction and addiction treatment.
